Board votes on fiscal budget

County to receive funds from state for Marcellus Shale

MIFFLINTOWN - The Juniata County Commissioners voted to approve the tentative adoption of the 2013 fiscal budget Tuesday at a public meeting held in the Bousum Building in Mifflintown.

The budget balanced for both revenues and expenditures totals $9,331,643.51, chief clerk Jim Bahorik said. The miscellaneous revenue figure, or transfer from reserves, totals $861,466.51, he said.

The commissioners also discussed the revenue the county will receive from the state's Marcellus Shale funds. Bahorik said the county has already received $25,000 from the state. The commissioners are in the process of gathering information regarding the total amount of money Juniata County will receive annually and how to properly report and distribute finances, he said.

Also during the meeting, Juniata Valley Behavioral and Developmental Services administrator Chris Wysocki delivered an interim report. Wysocki said JVBDS has completed income and expenditure reports and submitted them for approval. He said the agency currently serves 156 people with mental health diagnoses, 107 people with intellectual disabilities and 30 early intervention individuals.

In other new business, the commissioners:

Reviewed the October 2012 Summary of Collections Report - Fines and Costs, as submitted by Jacqueline Leister, magisterial district judge.

Authorized Solicitor Andrew Winder to advertise for a Tax Anticipation Note in increments of $2 million, $2.5 million, $3 million and $3.5 million.

Approved the 2013 Delta Dental Services contract.

Approved a request for liquid fuel funds for Fermanagh Township in the amount of $4,570.14.

Approved tax exonerations for Greenwood and Lack townships.

Approved the 2013 holiday schedule for the Juniata County Courthouse and offices.

Ratified the Purchase of Service Agreement between Juniata County Children and Youth Services, the Juniata County Probation Department and NHS Youth Services Inc., as submitted by Helen Henry, Children and Youth director. The agreement will be in effect through June 30.

Approved the reappointment of Mrs. Shirley Saner, of Thompsontown, to a four-year public director term on the Juniata County Conservation District Board of Directors. Saner has been nominated by the Penn State Extension Board for reappointment for a term beginning Jan. 1.

Ratified CDBG-IDIS check No. 1,148 in the amount of $4,000 to M and E Construction for a housing rehabilitation project, as submitted by Dave Bardell, planning director.

Approved the Community Planning Agreement between Juniata County and Delta Development Group Inc. for hazard mitigation plan services.

Ratified checks Nos. 36,288 to 36,356 in the amount of $63,275.64.

Approved checks Nos. 36,357 to 36,398 in the amount of $49,355.98.
