Man gets 5 to 10 years for assaults on children

MIFFLINTOWN - A Lewistown man who allegedly sexually assaulted four children was sentenced Monday to serve five to 10 years in a state correctional facility.

Police allege Sammuel Nelson Hoar III, 33, sexually abused four children, aged 7 to 9 years old, during a period of three years, from 2004 to 2007.

Juniata County District Attorney Ken Mummah said he had mixed feelings about Hoar's sentencing.

"There is no doubt he deserved to serve more time," Mummah said of the sentence.

Mummah added that the mothers of the alleged victims did not want their children to testify at trial, so a plea agreement was offered to Hoar.

Hoar pleaded guilty to indecent assault, involuntary deviate sexual intercourse and endangering the welfare of children, while charges of rape and aggravated indecent assault were dismissed.

Hoar was ordered to register as a sex offender for the rest of his life and must comply with all provisions under Pennsylvania's Megan's Law.

Attempts to contact Hoar's defense attorney, Steven Manbeck, were unsuccessful.

I was by no means in my comment blaming the mothers- I was saying that as a mother I wouldn't further traumatize my child with a trial either, its common sense- which is why we need mandatory sentences. Tell a child abuser, confess or get the needle if we go to trial and they will do anything to save their life- even if it means spend 20 years in jail. The problem is the justice system, they make it easy for the offender to get a lower sentence with a plea because its difficult to have to relive the abuse with a trial.

I know alot about this story and I am telling you that yeah he got off easy and should have did more time but the children involved can finally got to bed at night and not have to worry about him. They know where he is and how long he will be there and they are pleased with that. I am glad that the mothers chose to go the way they did so that them little girls didnt and wont ever have to see him again and wont have to live that trauma anymore. So for those of you that think the parents are wrong for the sentence that he got, that is just your problem they were thinking of their children.

I like to dream. I dream that someday, part of punishment for the offenders is to tatto S.O. (#) on their forhead. with the number being associated to a number coded system that specifies the extremity of the act (not that one act out-weighes another). This will throw a monkey wrench in their little plans to live among us without complying to the Megan's Law rules. What are they gonna do?, cheese-grate it off. If you see any weirdo with a scar on their forehead that only a sander or cheese-grater could have cause, then you'll know.

Another example is to why we need to encourage our lawmakers to change the mandatory sentences for these types of crime. Of course after being viscously traumatized for 3 years the children's mothers didn't want to subject their children to further mental distress. There are many ADULT victims that have trouble facing the stress of a trial. You molest a child you should get life or a needle, whatever keeps you from society permanently. Everyone who is concerned for children sure be sure to visit sites like rottenneighbor**** that highlight the convicted sex offenders in the area.
